
Committee Members present: Patrick Beautz, Cathy Drzyzgula, Rick Needler, Reverend Louis Peil, Thomas Patton; and Howard Furner. Absent: Sharon Furner and Mark English. Staff present: Mark DePoe, Planner and Fred Felton, Asst. City Manager.
Fred Felton opened the meeting to reintroduce the members to the process for the implementation of the neighborhood plan and discuss the role of the members. The intent of the committee is to review the Brookes, Russell, Walker Historic District and Adjacent Neighborhoods Community Enhancement Plan and discuss revisions to the plan, phasing of the improvements and implementation of the improvements. Mr. Felton updated the members with the progress of the City with regards to the plan and the just-do-it items.
Mr. Felton also mentioned that the City has retained an engineering consultant to provide estimates for under-grounding the utility lines.
Mark DePoe then reintroduced the proposed improvements of Community Enhancement Plan and how the plan addressed the concerns of the residents.
Mr. Felton then turned the meeting over to the committee to discuss the first phase item of the project and a possible improvement to be added to the City CIP Budget. The committee was also asked to review the plan and whether any additional items should be added or if there were any improvements that could be modified or enhanced.
The committee members along with the City focused on Walker Avenue and Montgomery Avenue as the location for the first phase of the enhancement project. The plan recommends the removal of the double line on both streets and lifting the parking restrictions on Walker Avenue, however, restrict Walker Avenue on Sunday to allow parking on one side only due to the Grace United Methodist Church traffic. The committee also discussed increased police action, speed, lighting, signage and adding a raised crosswalk on Walker to the plan. Other topics discussed streetlights, pavement textures, trees and bus routes and schedules.
The committee decided to temporarily remove the double lines on Walker Avenue and to lift the parking restrictions on Walker Ave., however, to restrict parking to one side on Walker Avenue on Sunday from 8:00 am - 3:00 pm for 60-days. The residents on Walker will be informed of the change by mail. The committee discussed placing the Brookes Ave. sidewalk improvements from Route 355 east to Russell Ave. and the Russell Ave. sidewalk improvements from Walker Ave. south to Brookes Ave. on the City CIP for fiscal year 2001.
The committee members unanimously voted on naming themselves the Greater Historic District Committee (GHDC). The GHDC voted and approved the time and date meetings to be held on the 4th Wednesday of every month at 7:30 pm. (Date and times may change due to the holidays)
