MINUTES OF A MEETING OF THE
GREATER HISTORIC DISTRICT COMMITTEE
WEDNESDAY, NOVEMBER 29, 2000

Committee Members present: Patrick Beautz, Cathy Drzyzgula, Rick Needler, Reverend Louis Peil, Thomas Patton, Mark English, Howard Furner and Sharon Furner. Absent: Staff present: Mark DePoe, Planner

The Committee focused its discussion on the second phase of the neighborhood plan that involves Brookes Avenue and Russell Avenue. The neighborhood plan calls for widening the sidewalk along the south side of Brookes Avenue from Route 355 to Russell Avenue to five (5) feet and providing a series of chokers (bump-outs) along Brookes Avenue. The neighborhood plan calls for widening the sidewalk on the west side of Russell Avenue from Walker Avenue to Brookes Avenue to five (5) feet and providing a bike lane on the east side of Russell Avenue.

The Committee discussed several options to the design of Brookes Avenue that included reducing the width of the roadway, providing planting strips on one or both sides of the street and providing wider five (5) foot sidewalks on one or both sides of the street. Issues were raised regarding the current classification and operation of the street, trash removal, snow removal and emergency routes and leaf collection areas.

The Committee discussed possible pedestrian and bicycle options for Russell Avenue. The Committee suggested removing the bike lane from the roadway and placing a bike path on the Asbury property (west side of Russell Ave.). The Committee also looked at additional improvements to Russell Ave. that included reducing the width of the roadway, providing planting strips on one or both sides of the street and providing wider 5' sidewalks on one or both sides of the street.

The Committee agreed that the access from Brookes Avenue from Route 355 should be coordinated with the Frederick Avenue Master Plan and the CD Zone. The Committee also discussed pedestrian access from the Brooke Ave./Route 355 intersection to Olde Towne.

At the October 23, 2000 meeting, the Greater Historic District Committee members unanimously voted and approved the time and date meetings to be held on the 4th Wednesday of every month at 7:30 pm. (Date and times may change due to the holidays)
