I would be interested in speaking about undergrounding of utilities as an
option to be explored.
Mark English, an electrical engineer responsible for facilities
planning/management at NIST, raised a number of technical options available
to the city. I was saddened to hear the staff try to squash the issue with
out an investigation into the options, costs, benefits, problems, etc...
After the staff recognized that they have an expert in the neighborhood,
they back peddled and said that they would "get some numbers" from the
PEPCO coordinator in Montgomery County. My understanding from an
individual that works for the County is that PEPCO is the last source of
reasonable numbers for undergrounding utilities. PEPCO was very high on
their estimate to do the undergrounding on Summit Ave. That is why PEPCO is
not the contractor.
If anyone else would like to speak in this issue, perhaps we can coordinate
so that we reduce redundancy, and make the most of our 3 minutes each.
