Although I have mixed feelings about undergrounding the utilities, I am
strongly in favor of making a decision based on the best information possible.
I think this should be pursured in more detail before any decision is made.
I would probably choose to spend my three minutes requesting that the goals of
the improvements be defined before implementation. I would like goals for
which one can measure the degree of sucess, whether it is a reduction in
average speed of cars, sidewalks taht are wide enough to accomodate a double
stroller, or a percentage increase in healthy trees on each block. I have
talked to several long-term residents who say every five years or so the City
does something to improve the street, but really its always the same. I would
hope we could break this cycle with improvements that address the residents'
most important concerns, and after-the-fact followup that shows measureable
results. I think this would increase the probability of coming up with a plan
that results in 'traffic-calming' (for instance) rather than
'resident-calming'.
